Pipe King Junior Summer Soccer Rules



1.1              COMPETITION FORMAT

·         The Pipe King Junior Summer Soccer (PKSS) Competition is a junior 7-a-side soccer competition with unlimited interchange.

1.2              GRADING AND RE-GRADING

  • The organising committee will grade teams within Age Groups into Divisions where sufficient number of teams has registered.  The initial grading will be based on the team’s requested grade and the players’ average playing standard.  Teams returning from previous seasons of Summer Soccer may also have their application reviewed against past performance.
  • Following the first five rounds played in the competition, the committee will review the grading of all teams.  Where the committee considers that the initial grading was inappropriate it will regrade teams to ensure that the competition becomes more even and that the fairest outcome is achieved for all players for the enjoyment of the game.
  • Any re-grading will become effective immediately.  Re-grading shall be determined primarily on the outcome of matches in the first five rounds.  However, as re-grading has a number of consequences on the competition structure, the committee’s ruling is final.  Following re-grading there shall be no more re-grading unless teams completely withdraw from the competition.
  • A re-graded team will retain its points when it enters the new Division.  The goals for and against will be halved; if an odd number of goals were scored or conceded, then the product of halving will be rounded up.

1.3              FIELD OF PLAY

  • All matches will be played at Seymour Shaw 1 Stadium.
  • The field shall be approximately
    • one quarter of a normal playing field. (45mx34m)
  • The goal area will be marked with marker domes and/or the line marked by the change in colour of the turf
  • The goal posts shall be approximately 5 x 1.8 metres

1.4              BALL

  • Size 3  (7/8’s) size 4 (9/10 &11/12) size 5 (13’s up) ball:       
  • Each team should provide their own match ball.

1.5              ATTIRE

  • All players in a team must have matching shirts.
  • All attire permitted as per F.I.F.A. regulations.

1.6              DURATION OF MATCHES

  • Jnr competitions:  2 x 20 minute halves.
  • Half-time break:  approximately two minutes.
  • Bibs are provided for any clash of colours

1.7              BORROWING PLAYERS

  • Teams may not borrow players from other teams without consulting the opposition and management (it may be allowed rather than have a forfeit).  Offending teams will have the game treated as a forfeit. Teams may recruit additional players as long as the ten limit has not been exceeded (subject to eligibility rules). 

1.8              PRE-MATCH PROCEDURE

  • Players, team contacts or coaches shall check which team they are to play and the field that they have been allocated.
  • Teams with similar coloured shirts shall approach a committee member at least 10 minutes before kick-off to arrange for one team to wear bibs of a different colour.

1.9              POST-MATCH PROCEDURE

  • A player, team contact, coach or other representative should check the referee’s match card immediately upon completion of the match to verify the score.
  • The teams playing in the final time slot each night are asked to help with packing up the field. Goalposts must be carried not dragged to the side of the field and marker cones and sand bags returned to the area near the recording desk.


  • The playing surface at Seymour Shaw 1 can cope with the most extreme weather conditions.  Unless the committee notifies the team contact that play will not take place, teams are to attend in order to avoid the possibility of a forfeit. The ground is not subject to council’s ground closure. (Games are very rarely called off)

1.11          POINT SCORING

  • Teams will earn 3 points for a win, 1 point for a draw, 0 points for a loss.
  • A bye will earn 3 points but goals scored for/against remain unaltered.
  • Forfeiture will be considered as a 3 – 0 win to the non-forfeiting side.
  • The ranking of a team within the competition table will be determined as follows, in order of importance:

i.                    Points

ii.                  For/against differential

iii.                Number of goals scored

iv.                Direct match against other team with above parameters identical

1.12          INJURIES

  • In the event of an injury, the player or team contact shall complete an Incident Form available from the committee (canteen).

1.13          JUDICIARY

  • Any player who receives a red card or the 3rd yellow card for the season is automatically suspended for 1 week and may be required to attend a Judiciary Panel.
  • Any player (or team official) may be asked to attend the Judiciary Panel if
    • accused by a referee or other competition official of violent conduct
    • accused of bringing the game and competition into disrepute
    • accused of any other serious conduct
  • The Judiciary Panel will consist of at least three members chosen from the committee.
  • The Judiciary Panel will rule based on the severity of the offence and the related circumstances.
  • A player (or team official) who has been requested to attend a Judiciary Panel will not be allowed to take part in the competition until he attends the Judiciary Panel.
  • A player (or team official) may not take part in the competition until advised to do so by the Judiciary Panel.
  • The Judiciary Panel will, if necessary, meet once a week.
  • The ruling of the Judiciary Panel shall be final with no rights to appeal.



2.1       GENERAL

  • The rules of the game are those of F.I.F.A. except as modified by the rules outlined in this document.
  • Where conflict arises between F.I.F.A. and PKSS Rules, the latter will take precedence.
  • Any ambiguities shall be brought to the attention of the committee who will then determine the ‘correct’ interpretation.

2.2              MATCH START

  • A referee shall be appointed for each match.
  • The referee is the sole person in charge of the match and will adjudicate on all matters for the duration of the match.
  • Each team shall field a maximum of seven players on the field of play at any one time, one of which shall be the goalkeeper.
  • A minimum of four players must be on the field of play for a team to take part in a match.
  • If at the scheduled start of the match a team has an insufficient number of players, the team will be granted five minutes to field the required number of players.  If the minimum number of players is not reached by this time the team will forfeit the match.  A ‘friendly’ match may be played.
  • Players will be advised over the PA system to assemble on the field.  The match will then start on the whistle of the referee.

2.3       HALF-TIME

  • The match will stop for half-time upon the whistle of the referee.
  • The half-time break will be approximately 2 minutes long.

      The match will restart upon the whistle of the referee.

2.4       FULL TIME

  • The match will conclude upon the whistle of the referee.


  • There are unlimited interchanges (within reason and at discretion of the referee) permitted during the match.
  • Interchange may only take place when the ball is out of play.
  • Prior to the interchange the team must inform the referee that it wishes to make an interchange.
  • The interchange requires the referee’s approval.
  • The interchanges are to be made at the half-way line.
  • Excessive and time-wasting interchanges will not be allowed and this shall be at the discretion of the referee.

2.6       KICK-INS

  • The game shall be restarted with a kick-in from where the ball left the field.
  • The ball is to be placed on the touch line for a kick-in to be taken.
  • All kick-ins are to be considered to have entered the field when kicked.
  • All opposition players shall be at least 5 metres away from the ball at a kick-in.  However the player taking the kick-in may elect to take a ‘quick’ kick-in and not have to wait until the opposition players have retreated 5 metres.
  • A goal cannot be scored directly from a kick-in.

2.7       GOAL KICK

  • All defending players shall be at least 5 metres away from the goal area when a goal kick is being taken.
  • A restart from a goal kick (by a goal keeper or a field player) must not cross the half way line on the full.  If the ball lands in the opposition half, a free kick will be awarded to the opposing team from the half-way line.

2.8       CORNER KICKS

  • All defending players shall be at least 5 metres away from the corner.  However the player taking the corner kick may elect to take a ‘quick’ corner and not have to wait until the opposition players have retreated 5 metres.


  • A minor infringement during play shall result in a free kick awarded to the opposition team to that which caused the infringement.
  • A serious infringement during play may result in the offending player receiving either a yellow or red card.

2.10     FREE KICKS

  • All free kicks are indirect unless the foul denies a goal scoring opportunity in which case the referee will award a penalty kick 10 metres from goal.
  • All opposition players shall be at least 5 metres away from the ball.  However the player taking the free kick may elect to take a ‘quick free kick and not have to wait until the opposition players have retreated 5 metres.
  • Any free-kicks awarded to an attacking team within 5 metres of the goal must be taken back to a spot 5 metres from the goal.  In such an instance, the defending team may form a ‘wall’ on the goal line between the goal posts.


  • There is no Offside Rule in this PKSS competition.  However, deliberately placing a player in a blatantly offside position is contrary to the spirit of the game and is considered to be ‘Unsportsmanlike Conduct’.  Players who continue to play in an Offside position can be warned by the referee who may also award a free kick to the defending team.


  • The goalkeeper is allowed to handle ball only within the goal area.
  • The goalkeeper is not allowed to throw or kick the ball (from inside the goal area) over the half-way line on the full.  If the ball lands in the opposition half, a free kick will be awarded to the opposing team from the half-way line.
  • Goalkeepers may play outside the goal area; however normal field player rules shall apply whilst outside the goal area.


  • The definitions and rules of Fouls and Misconduct are the same as those described by F.I.F.A.  the following variations apply:

Yellow Card: 2 minutes off-field suspension.  No substitution is allowed for that player during the 2-minute period.

Red Card:      Off-field suspension for the rest of the match.  No substitution is allowed for that player in this match.

  • A team may continue to play with a minimum of four players as long as there is a player with a Yellow Card eligible to re-enter the match bringing the number of players back to the minimum number required (5 players).
  • No slide tackles are permitted.  The penalty for a slide tackle is a Yellow Card and a free kick is awarded to the team of the tackled player.
  • Any tackle from behind which endangers the safety of an opponent will be sanctioned as Serious Foul Play. 
  • If a player receives five yellow cards during the competition, an automatic one game suspension will apply.
  • If a player is sent off, the player will receive an automatic one game suspension and is referred to the Judiciary Panel.  For violent or reckless conduct witnessed and reported by the referee or other competition officials, the player will face the Judiciary Panel and, if guilty, may be banned from any further participation the PKSS competition.
  • The Judiciary Panel may also impose the deduction of points to a team whose player/s is/are guilty of violent or other conduct which brings the competition into disrepute
  • The decision of the Judiciary Panel is final.




3.1              GENERAL CODE OF CONDUCT

The following points must be upheld by all those involved in the PKSS competition.   The term ‘participant’ is used in this section of the document to include players, team contacts, referees, supporters, spectators and committee members. 

All participants must:

  • Conduct their participation in accordance with PKSS rules.
  • Respect all other participants regardless of their gender, ability, cultural background, religion or ethnicity.
  • Not engage in any verbal abuse, intimidation, offensive language or behaviour, harassment or violence against any other participants.
  • Act in a manner that is considerate of the rights of the neighbouring residents.
  • Not enter the ground intoxicated and must leave the grounds upon becoming intoxicated or when directed by a committee member.
  • Observe and abide by the rules relating to the licensing agreement for Sutherland Shire Sharks in respect of the sale and consumption of alcoholic beverages, including but not limited to the requirement that no alcoholic beverages be brought into the stadium.
  • Act in good faith at all times so as not to bring the game and the competition into disrepute.

3.2              PLAYERS’ CODE OF CONDUCT

In addition to the general requirements outline in section 3.1, all players must:

  • Play the game in the spirit intended
  • Observe the referee’s rulings at all times
  • Treat the referee with respect at all times
  • Acknowledge the responsibilities of the team contact and accordingly show them due respect; and
  • Comply with any requests for assistance when asked by an official of the PKSS.


In addition to the general requirements outline in section 3.1, all team contacts must:

  • Be at least 18 years old when the competition starts.
  • Be the representative of the team they register.
  • Be contactable by the PKSS committee to receive information and to relay the information to the team.
  • Ensure that their contact details with the SSS committee are up-to-date.
  • Comply with the requirements of the Child Protection (Prohibited Employment) Act 1998.
  • Report all incidents of abuse of minors to the PKSS committee.
  • Attend all matches or, if unable to attend, assign the role temporarily to another responsible adult.
  • Ensure that all codes of conduct are passed on to the participants associated with the team for which they are responsible.
  • Only register eligible players within the team.
  • Ensure that all pre- and post-match procedures are carried out.
  • Make every reasonable attempt to ensure that supporters and spectators behave in an acceptable manner, or to contact the PKSS committee on duty about any inability to deal with the situations.

3.4              REFEREES’ CODE OF CONDUCT

In addition to the general requirements outline in section 3.1, all referees must:

  • Understand the rules of the game (F.I.F.A. rules as well as those specific to PKSS).
  • Apply the rules of the game.
  • Conduct the role of refereeing in an impartial and fair manner.
  • Keep an accurate record of the game (including the score and any cards issued) and report these to the PKSS at the end of each game.


Whilst the code of conduct for supporters and spectators is difficult to enforce all participants have a duty to encourage them to observe the PKSS expectations in terms of their conduct.  In addition to the general requirements outline in section 3.1, all supporters and spectators must:

  • Behave in a sporting manner and acknowledge skill and achievement in a positive way.
  • Not enter the main football field at any time before, during or after the match.


In addition to the general requirements outline in section 3.1, all committee members must:

  • Carry out their roles in a diligent manner to the best of their abilities.
  • Not dismiss any issue specifically brought to the attention of the committee and share any such information with other committee members.
  • Act in an impartial and fair manner in the interest of the game, participants and competition.


It is the wish of the PKSS committee that any breaches of the code of conduct will be resolved in an amicable manner through the application of common sense and direct dialogue.

However, when repeated failures to abide by the code of conduct occurs or when the breach is deemed to be severe (even as a first offence), the matter can be taken directly to the committee for investigation and resolution.

Failures to comply with the code of conduct by players during the course of a match will be referred to a Judiciary Panel for investigation and determination.

3.8              RULINGS

In determining the ruling, all panels (whether Judiciary or committee) will base their determination on the severity of the offence, the related circumstances and previous rulings in similar circumstances.  The ruling may result in any of the following:

  • A caution
  • A suspension
  • Loss of competition points for the match in question
  • Deduction of additional competition points
  • Expulsion of one or more individuals; and
  • Exclusion from invitation to participate in future competitions.

3.9              APPEALS

The rulings of the Committee and the Judiciary Panel shall be final with no rights of appeal.
